Multi-Agency Resource Center opens to help Vermonters after recent flooding

The Red Cross and other Vermont state disaster assistance organizations opened a Multi-Agency Resource Center (MARC) to help the towns of Swanton and Highgate after the recent floods. 
Officials say the center at the Swanton Fire Station is a place for residents to create personal recovery plans, navigate paperwork, and locate assistance for their specific disaster-caused needs.

Authorities say a few of the Swanton residents were concerned about leaving their homes abandoned, but they say no looting has been reported.

The Red Cross is partnering with the towns of Swanton and Highgate, as well as state organizations, to create a one-stop-shop for homeowners. Trained case-workers will be on hand.

The resource center will be located at 120 First Street in Swanton.Hours of operation will be 9:00 a.m. to 5:00 p.m. Friday and 9:00 a.m. to 1:00 p.m. Saturday.

35 homes were evacuated originally including Paul Tassinari's. He, his wife and dogs have been spending the last three nights in his auto shop, Paul's Auto.

Two towns in Vermont were particularly hard hit: Johnson and Swanton. In Johnson, the Lamoille River flooded parts of the downtown on Saturday. Several apartment buildings were evacuated and Route 15 was closed.In Swanton meanwhile, ice jams caused flooding on the Missisquoi River on Saturday. About 24 homes near the river were evacuated, according to Swanton Village Police Chief Leonard Stell.

"Things are getting better," said Kyle Carpenter of VTrans. "The water level is going down."A six-mile ice jam from Lake Champlain to the Swanton Village bridge caused river waters to rise and flood neighboring streets, including busy Route 78 connecting to New York.

"Now with the river opened up, were getting all the ice and there's no place for the ice to go. That's the concern right now is what we're going to do the next few days for the ice," said Swanton Fire Chief Timothy Girard.

"There's always the potential when you live near a river, but our house was certified by an engineer to be out of the flood plain," said Swanton homeowner Josh Duchaine. "I mean, we can't get to our house. All the clothes that we have are sitting in our hospital bed that we packed."  That's because he and his wife, Ashley, were in the hospital early Saturday, welcoming their fourth child, Luke. "Who wants to think about having a newborn and bringing him home to a flooded house?" he said.

 One of the families affected by the flooding in Swanton, is celebrating the birth of a child. Not long after baby Luke was born, the Duchaine's found out their house off Route 78 was flooded.

... ice jams caused the Missisquoi River to back up spillin icing waters on to Route 78 and Monument Road in Swanton. A Red Cross Shelter opened at the Missisquoi Valley Union High School for those displaced.

The National Weather Service reported moderate flooding from the Winooski River in Essex Junction, Vermont ... In Vermont, the American Red Cross opened shelters in Swanton and Johnson for people who had evacuated their homes due to flooding, but closed them Saturday night after officials said people had found places to stay for the night.

Roughly after 2pm on Friday, the water levels in the East Branch of the Ausable River began to rise. Quickly jumping from just under 4' at 2:15pm to major flood stage at 13.25' at 2:45pm. Chunks of ice, and logs filled the river and struck the one way bridge to the Jersey section of town, which was one of the hardest hit sections.

High water in the Missisquoi River closed Vermont 78 and forced the evacuation of some residents in Swanton.
