In Quebec's Laurentians region, a few kilometres from a wildlife reserve and just outside the town of Duhamel, lies a source of one of the world's most sought after minerals for manufacturing electric vehicle batteries: graphite. Since Lomiko Metals Inc., a mining company based in Surrey, B.C., announced plans to build a graphite mine in the area, some residents living nearby have protested the project, fearing the potential harm to the environment. But opposition has only gained steam after locals found out last month that the Pentagon is involved in the project.

Never before seen in Quebec: Funding for Lomiko Metals by the U.S. Department of Defense provokes consternation among local residents opposed to the La Loutre project. On May 16, the U.S. Department of Defense announced that it is providing US$8.35 million to Lomiko Metals Inc. (Lomiko) towards developing its open-pit graphite mine in the Petite-Nation region of Quebec. This project lies within the heart of the recreational tourism triangle between Montreal, Ottawa, and Mont-Tremblant. The Canadian federal Ministry of Energy and Natural Resources is also providing a C$4.9 million subsidy.
Natural Resources Canada - May 16, 2024
Today, the Honourable Jonathan Wilkinson, Minister of Energy and Natural Resources, announced the first co-investment with the U.S. in two Canadian companies developing deposits of critical minerals — Fortune Minerals Limited located in the Northwest Territories and Lomiko Metals, Inc. in Quebec. The two companies are receiving funding from both Canada and the U.S. to accelerate their projects towards production. Canada’s investment of C$4.9 million in Lomiko will fund pilot plant testing to convert flake graphite into battery-grade material and is joined by an American investment of US$8.4 million through the Defense Production Act Investments (DPAI) office.
