Déboisement à Cowansville : le promoteur devra replanter des arbres

Un promoteur immobilier a déboisé complètement un terrain voué au développement d’une nouvelle rue. Il a contrevenu à la réglementation municipale. L’argent recueilli par la municipalité servira à reboiser le secteur, assure la mairesse de Cowansville, Sylvie Beauregard.

« Ils ont procédé de façon sauvage », dénonce Olivier Ricard, directeur de l’urbanisme et de l’environnement de la municipalité. « On ne peut pas prendre ça à la légère ; c’est certain qu’on va émettre des amendes et qu’ils vont devoir les payer. Il n’y a pas vraiment de contestation possible quand on voit ce qu’ils ont fait », a-t-il indiqué mardi en entrevue à La Voix de l’Est.

Outre l’amende, les dirigeants des Investissements Daroph, Dany St-Pierre et Philippe Tremblay, devront également procéder à la plantation d’arbres en fond de terrain des maisons déjà construites sur la rue Jules-Monast afin de créer un écran. Un plan de reboisement est attendu, a dit M. Ricard dans un échange de courriel. « [...] la plantation sera faite rapidement afin d’atteindre l’objectif de reboiser le site », nous a-t-il écrit.

Une petite forêt près de la rivière Yamaska à Cowansville a été presque entièrement rasée pour faire place à un projet résidentiel. Les promoteurs pourraient avoir contrevenu à la réglementation municipale. Le service de l’urbanisme procède à des vérifications.

The claims made by a mining company (Osisko Metals) in the summer of 2017 on zinc and lead deposits in the large swath of Frelighsburg and Dunham expire in 15 February 2019. These claims cut through the orchards and vineyards that form the  basis of sustainable long-term agriculture and tourism in Brome-Missisquoi. According to provincials law governing mining claims, Osisko Metals must announce a development plan for 2019-2021 by the deadline if it is to renew the claim. These claims made in the summer of 2017 coincided with the company restructuring to focus on zinc extraction (and involved a name change from Bowmore to Osisko Metals). The company also raised new capital on the stock market and is currently investing heavily to increase production at its existing zinc mining facilities in New Brunswick, the Northwest Territories, and the Abitibi region of Quebec.The  Frelighsburg/Dunham claims (and six others like it in southern Quebec) have yet to be explored by the company, Claims are are based on exploration work (drilling, surface rock analysis) done by others in the 1980's. These represent relatively low quality deposits and would require a significant increase in the price of zinc to become profitable.  Click on image at right for full size picture of mining claims.

In early 2017, the provincial government gave Quebec Municipal Regional Councils (MRCs) the right to identify territories incompatible with mining activity (TIAMs). MRC's are essentially county governments in Quebec and are comprised of the mayors of local municipalities. They are taking on an increasing role and expertise in managing the territory of rural communities. The mayors took time to act on this new law as there are no mines currently operating in Brome-Missisquoi, although copper mines did operate in the late 1800's early 1900's in the mountains of Frelighsburg, Sutton,  Lac-Brome, and West Bolton. Large claims made by Osisko Metals in Dunham and Frelighsburg in the summer of 2017 prompted the MRC to declare a temporary moratorium on mining claims on 90% of the territory until the MRC can conclude which areas to permanently exclude form mining exploration and exploitation.
